In 1997, the Supreme Court established comprehensive guidelines to address sexual harassment, which carry the force of law and are therefore mandatory in their implementation.
The ICC was formed with a dual purpose — not only to receive and handle complaints of workplace sexual harassment against women, but also to actively promote awareness and foster a deeper understanding of gender-related issues among employees.

Objectives of the Internal Complaints Committee (ICC)

  • Prevention and Awareness: Creating a proactive environment by promoting awareness about gender-sensitive issues, educating employees on what constitutes sexual harassment, and fostering a culture of respect.
  • Redressal and Justice: Implementing a safe, confidential, and accessible mechanism for receiving and investigating complaints within a stipulated time frame, often ensuring inquiries are completed within 90 days.
  • Compliance with Laws: Ensuring adherence to the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, and filing mandatory annual reports.
  • Safe Environment: Ensuring a secure physical and psychological work or academic environment, free from sexual harassment and intimidation.
  • Support and Counseling: Providing support to victims, offering counseling, and ensuring that complainants are protected from retaliation.
  • Punitive Action: Recommending appropriate disciplinary or punitive actions against the guilty party, and initiating conciliation if requested by the complainant
